Any institution can apply but applications must address topics that have the potential to significantly inform military or VA health care and practice. For studies that involve human participants (e.g., clinical trials, electronic health record research), applications with Veteran’s Administration (VA) collaborators may be viewed more positively.
Yes, international submissions are allowed.
Yes, more than one application from the same institution is allowed and applications from the same institution are reviewed independently from each other.
Budgets are to go on the current version of the R&R Budget Form and is to be accompanied by a budget justification. The budget and justification are to be combined together in a PDF as a standalone document outside of the PDF of the rest of the required PASA submission elements.
No, the PASA RFA8 scope does not include the development and/or validation of animal models of disease.
Co-PIs are allowed.
If selected for funding you would be expected to provide a mPI plan and designate one PI as the contact PI.

PASA’s work is supported by the Assistant Secretary of Defense for Health Affairs endorsed by the Department of Defense, managed by the Congressionally Directed Medical Research Programs (CDMRP) through the Alcohol and Substance Use Disorders Research Program under Awards W81XWH-15-2-0077, W81XWH-18-2-0044, W81XWH-22-2-0081 and HT94252520002.
A commercial partnership is not required for studies to be funded by PASA. For planning awards and clinical trials, it is recommended that a commercial partner be proposed and pursued as a possibility. A demonstrated relationship with a pharmaceutical company, with a path to eventual marketing of the pharmacotherapy, will be a factor in the award selections.
